Say your hand needs one more 7 Dot. You hold one, two are in the discards. Four minus three is one, and that single tile is either in the wall or in somebody's rack.

Now compare that with a hand needing a 3 Bam where none have appeared at all. Three are unaccounted for, so it is three times as likely to come. Same distance, very different hands.

Note

Jokers change this. If the tile sits in a group of three or more, a joker can stand in for it, so your real count is the tile plus the eight jokers minus the ones you can see.
