On the last few turns the question narrows to one player. Usually only one person is genuinely close, and their exposures tell you what they need.
If every tile you hold is dangerous, pick the one dangerous to the player furthest from winning. It is a choice between risks, not between safe and unsafe.
Note
Watch for the concealed hand. A player who has exposed nothing might be one tile away and you have no way to know, which is exactly what concealed hands are paying for.
Reading ahead is fine. The path takes lessons in order, so this one ticks off once you get here.
