Groups of three or more. Nowhere else.

A joker stands in for a tile inside a pung, a kong, a quint, or a sextet. Three or more of the same tile. That is the whole rule, and every joker decision follows from it.
Note
It cannot fill a single and it cannot fill a pair. Not in a concealed hand, not as your last tile, not ever.
So before you count a joker as progress, check the group it would sit in. Two jokers do not bring a Singles and Pairs hand one tile closer, however good the rack looks.
